The Russian-Ukrainian war, caused by the Russian aggression against Ukraine, the occupation of Crimea and parts of Donbas, attempted annexation of the ARC and the city of Sevastopol, continues for the seventh year. All these years, the Armed Forces of Ukraine at the front line, and Ukrainian diplomacy on international diplomatic platforms have been heroically, highly professionally and successfully resisting the superior forces of the enemy, which poses the second largest nuclear military arsenal and is the second conventional force in the world.
Для гармонійного поступального розвитку України необхідно остаточно вирішити питання нашої культурної ідентичности. Без цього всі інші державні дії будуть неефективними, оскільки всередині суспільства зберігатиметься, а ззовні підживлюватиметься постійна напруга. Ця ідентичність, як не крути, передусім упирається в питання історії та мови.
Проаналізуймо мовне питання. Багато списів зламано навколо цієї проблеми, багато спекуляцій нагромаджено. Когорту опонентів можна умовно розділити на три великі групи. Перша обстоює повернення до деколоніального стану, тобто коли українська мова вільно функціонувала на всій території України і не була загрожена ніякою іншою мовою. Друга пропонує відштовхуватися від нинішнього статус-кво, тобто затвердити де-юре українсько-російську двомовність, а також, в дусі європейських цінностей мультикультуралізму, захищати права усіх національних меншин. Третя група здогадується, що другою державною російську мову робити, мабуть, не годиться, усвідомлює важливість підтримки української мови, але сама продовжує розмовляти російською (бо так зручно) і пропонує взагалі не перейматися цим питанням; якось воно буде…

Six years after Russia annexed Crimea, a number of articulate and influential people in the West have become firmly convinced that a way out of the impasse must be found. On the face of it, the proposition requires little justification. The toll exacted by the war in Ukraine has been onerous, and whilst there has been no major fighting in five years, the economic and humanitarian burdens remain considerable, and the risk of wider conflict persists.

Bringing peace, security, and stability to the war-torn region of Donbas has proven to be a challenging – some would say near-impossible – task. The “Minsk II” agreement, signed in February 2015, was supposed to put an end to the armed hostilities, resolve the underlying political issues, and gradually restore Ukrainian government control of the country’s eastern border. None of this has happened. Despite continuous Western support and pressure, progress in the implementation of the peace plan signed in Minsk has been slow, also after the much-anticipated Paris summit of the “Normandy Four” (Russia, Ukraine, Germany, and France) in December 2019. This article discusses the underlying causes of the current stalemate, emphasizing factors such as the inherently complex nature of the conflict, the process through which “Minsk II” came into being, the vague and ambiguous language of this and other agreements, practical challenges related to the timing and sequencing of agreed-upon measures, and Russia’s persistent non-acknowledgement of its role in the conflict.
